It may be that people, like me, have not fully understood your question...so perhaps a little more explanation would be helpful. For example:
- Are you asking about moving all your 1P data from an old iOS device to a new iOS device which will replace the old iOS device?
- Are you asking about buying another iOS device to use in conjunction with your existing iOS device (and so syncing between them)?
Your question seems to be asking how you can set up a new iOS device when your iCloud password is on your old iOS device. The very simple answer to that would be to make a note of your iCloud password before getting rid of the old iOS device :) but I suspect there's more to your question that just that.
If you tell us exactly what you want to achieve I'm sure you'll find some help here quite quickly. It would be helpful if at the same time as you post again you tell us:
- What version of 1P for Mac you are using
- What version of 1Password for iOS you are using
- Your iOS and OS X version numbers
