I don't see the apps on iTunes in step 7 (upgrade from Password 3)
At step 7, I d'ont see any apps listed on the right side.

Just to be clear, you're talking about upgrading 1P for iOS are you? (I ask only because you've given information, at the end of your post, about 1P for Mac.) If your question does relate to 1P for iOS I or someone else will move this thread to the 1P for iOS forum where you'll get more help.

Hey @axel_1pass! Are you trying those steps when your device is connected via USB or WiFi? They won't work if you're set to sync it over WiFi, so I would recommend trying ti over USB. If you did that and it isn't working, let us know. :)
