i recently upgraded from a iphone 5 to a 6s. 1password icon is dark with "waiting..." underneath
1password icon shows on the new phone, is darkened with word "waiting.." underneath the icon. Pressing on the icon does nothing. I backed up the iphone 5 to iTunes on my mac mini, then restored to my iphone 6s through a usb cable (not wifi, I think). there are 4 other programs with the same darkened icon and "waiting.." underneath. 1password, apple bug, or user problem?

I'm sorry to hear about the trouble. Unfortunately this is something that happens from time to time with apps on iOS. Typically rebooting the phone will resolve the issue.
