I've had this problem previously and the App Store will detect and download the proper 1Password version for the resiquite IOS version.

No, I just tried it again and indeed the Appstore does not detect the proper version to download: it just says that the present version of 1Password requires iOS9.0 or higher!
Too bad, I really think that my mother would need this app, as she is pretty old and would not remember so many passwords. Personally I really enjoy this App.
Any other suggestion?

Thanks for taking the time to write in with this concern.

Indeed the latest version does require iOS 9, which would mean upgrading to a newer device (perhaps it is time to consider?). We don't generally recommend running legacy versions of 1Password, especially on iOS, but we have heard reports of this method allowing downloads of older versions:

1) Sign into iTunes on a Mac or Windows PC with the Apple ID in use on the device that requires the legacy version
2) Download 1Password for iOS into iTunes on that computer: http://j.mp/1PasCS
3) From the App Store > Updates > Purchased page download the older version of 1Password by clicking on the "cloud download" icon

My mother, 88 years old, will maybe be the oldest user of 1password for a while!
