i lost my iphone and got it back in totally restored condition , i didnt sync to icloud also

Can you restore your phone from a backup? Try that. You may retrieve your data that way. You may have to restore it a second time. Some users aren't seeing their data when they restore the first time, but, for some reason, a second restore does the trick.
If that doesn't work and you didn't sync your data to a cloud location or make a manual backup of the 1Password data to iTunes, your data is gone for good. It only exists on the local device, unless you the user puts it someplace else, either by syncing to the cloud or making a manual backup. And all iOS apps delete their data when the application itself is removed. Since only you have your data, no one else can restore it for you.
