Partial synchronisation between Windows 10 notebook and iPad

I am using 1Password on a new Windows10 notebook. I believe I purchased a multi device license, but I could be wrong. I went to my iPad but could not open 1Password so I purchased a Family link. This allowed me to open 1Password on the iPad but when I opened a bank account via the URL link in 1 Password on the iPad I went to the sign in page of my bank account but the Username field was empty despite this being saved in the vault.
I went through the synchronisation process to get the items to appear on the iPad version of 1Password. What am I doing wrong?

    Can you confirm that the username is saved properly in the vault on your iPad? Please check the item to make sure the username field is filled out properly. If it is, what site are you having trouble with? We'll check into things on our end and see what's going on.
