I'm sorry to hear about the trouble. Do you still have access to your old device, with your 1Password data on it?
If so I'd recommend turning off iCloud sync within 1Password on all devices (
1Password > Settings > Sync
) and erasing the data from iCloud (1Password > Settings > Advanced > Erase iCloud Data
). Then you can turn iCloud sync back on for the old device, giving it ~20 minutes to fully complete the sync, and then turn iCloud sync on for the new device.If not, (un)fortunately there is no way to access your data without the Master Password. You can read more about this here:
