Can't sync iPhone with 1 password
My two macs running El Capitan 10.11.1 sync great via iCloud. My iPhone running 9.1 and 1Password app running 6.1.1. won't. When I try to sync the primary vault on the iPhone it says it found data on iCloud and will merge with it but when it is done syncing no data is on the iPhone 1password app.
I've reset iCloud, erased the 1password app and re-downloaded etc. I have iCloud enabled and set to sync in the settings menu but can't get it to work?

I'm sorry to hear about the trouble. That sounds very strange. Can you please verify for me that all of the devices are signed into the same Apple ID for iCloud? Also can you please make sure the Macs are indeed in sync?

Everything is on the same iCloud account and the macs sync fine. The iPhone can't find any data to merge with.

The 1password.agilekeychain is in the my documents folder of my iCloud. I can see the keychain on my phone's iCloud drive and on my Mac.

Okay. That is the problem.
1Password doesn't use iCloud Drive to sync. It uses CloudKit (which is a separate part of iCloud's sync platform). Simply putting a 1Password keychain in iCloud Drive will not work. Please follow these instructions to set up iCloud syncing:
