Can't sync iPhone 4s to iPhone 6s iCloud vault

I have an iPhone 6s (iOS 9.1) running 1Password. I just enabled it to sync with iCloud, which succeeded.

I setup my old iPhone 4s (iOS 7.1.1) as an iPod Touch and did a fresh install of 1Password. I tried to sync with iCloud (whose vault exists, per my iPhone 6s above). However, I get the error 'Data Not Found, No 1Password data was found on iCloud'.

How is this possible? Both of my iOS devices are signed into the same iCloud account. Please help!

    @shiznitz I'm afraid sync between the two devices using iCloud isn't going to work. Take a look at this knowledge base article for a more detailed explanation:
