Your vault will and always remain encrypted by your Master Password. The way that Touch ID works with 1Password is that when you activate this feature it results in your Master Password being temporarily stored in an encrypted keychain inside your iOS device. This location is not included in any backups and is cleared when you restart your iOS device. So each time you unlock with Touch ID it's the same as unlocking your vault with your Master Password.

Unfortunately there isn't an easy or straight forward answer to that question. What I will say is that having Touch ID enabled gives an attacker another vector to attack, and so for the absolute highest level of security it should be left disabled, and a very strong Master Password should be used. Touch ID does of course provide a huge level of convenience, so it is up to you to decide the balance between security and convenience here.

Do you mean that in case of a lost of stolen iPhone or even when it gets synchronized via iCloud?

Touch ID requires physical access to the device. The data stored with iCloud (if you've set up iCloud syncing) is not protected by Touch ID.
iCloud syncing is not on by default (even if your device is setup to sync data with iCloud). You can read more about setting up syncing here:
