How do I sync 1Password through Drop Box so I can access from mobile devices?
My Samsung Galaxy phone (S4mini) and tablet (Samsung Galaxy 4) devices seem to be syncing with my PC(as evidenced by a test doc created on my tablet showing up immediately on both my PC and phone, but I'm not seeing any way to access 1Password which is installed in my PC DropBox on the mobile devices. Do I need to download 1Password on the mobile devices as well?

Can you please clarify the problem you're having? Was the test doc you created in Dropbox, or was it a Secure Note in 1Password? It sounds like the devices are all synced to your Dropbox account, correct?
You will indeed need to have the 1Password app installed on all of your devices. 1Password 4 for Android is available through the Play Store. Once it's installed, you can sync your vault on all devices with Dropbox. Here are some step-by-step instructions for configuring sync on both Android and PC:
