I have an IPad mini on IOS8 is there a legacy app I can download for 1 Password?
The apps store says I cannot download the App as I only have IOS 8 ..I would love to use 1 Password but I really don't want to upgrade to IOS 9

Do you have a computer with iTunes? If you download 1Password for iOS into iTunes it will mean 1Password appears in your Purchased list. From there you should be able to download an older version of 1Password for iOS by attempting to download 1Password from the Purchased tab in the App Store on your iOS device.
Apple will only allow you to purchase or download an app for the first time on a device that supports it but if you have 'purchased' an app and wish to install it onto an older device Apple will offer an older version that is compatible if there is one available. It's a weird setup but that's how it works.
