@jkrsmle we really need more basic information in order to be able to help you. Please tell us in respect of both your old phone and your new phone:
- What version of 1Password for iOS you are using (the link will tell you how to find that information)
- Your iOS version number
- What sync method you're trying to use
(I've assumed you're trying to transfer 1P data from an older phone to your new one. If you have a current version of your 1P data on any other device please tell us, including what device and the version of 1P you're running on that device.)
Please also explain exactly what you mean when you say:
I can not get into my old vault and so set up a new vault.
I've assumed you've not been able to transfer any of your 1P data to your new phone. Is that correct, or do you have some other problem. If the problem is different please explain exactly what it is.

I currently have version 6.1.2. I'm not sure what I was using on my old phone and there is no way for me to find out. My old phone (iphone6) is completely dead and could not be turned on. When I went into the app it asked to sync with existing vaults so I tried all three ways (iCloud, Dropbox, wi-fi) and it would say not found and with the wi-fi my home wi-fi would not show up even though my phone itself is connected to it. My phone now is IOS 9.2

Be sure to also answer this question from @Stephen_C. It is very important to know this.
If you have a current version of your 1P data on any other device please tell us, including what device and the version of 1P you're running on that device.

I recently downloaded 1password 4 on my computer which does not have any old data. Because I could not get into my old 1P info on my new phone I made a new account using version 6.1.2.. I only use the 1Password on my phone though.

@jkrsmle I'm afraid that if you don't have a backup of your old phone (and preferably a specific 1P for iOS backup, rather than a general iTunes backup of the phone) you're not going to be able to recover your 1P data from your old phone. You won't be able to sync your 1P data from your old phone to your new if you never previously set up and used sync with the old phone.

@jkrsmle your 1P data always stays on your device—unless you choose to sync it to another device using, for example, Dropbox or iCloud.
In one of your earlier posts you said:

Just bear in mind there's not actually an "account" that is anywhere in the Cloud. All your 1P data is in your 1P vault on your phone (protected by your master password, of course). That means that your old 1P data, on your deceased phone, is dead and buried in that phone. :(
