I have version 3.7.2 on my new iPhone6. I have forgotten the master password.
I would like to upgrade to a newer version. I have created a backup file on the 3.7.2 and saved it on my PC.
How can I upgrade without being asked the old master password. I do not have any data protected with the old master password. I only use the 4 digit lock on the opening page of the IOS. My iPhone is also backed up in iCloud.

The only way to access the information in a 1Password backup is with the Master Password, (un)fortunately. If you still have access to the data on the device via the 4-digit PIN you may be able to manually copy details over to the new app, but you will not be able to import without the Master Password.
I apologize for the inconvenience, but this is part of why we stress the importance of picking a Master Password that is both strong and memorable:
Enter a Master Password to keep your data secure. Your Master Password should be strong and unique. It also important to choose a memorable password because you won’t be able to access your data without it! We don’t store passwords and cannot help you retrieve your Master Password if you forget it.

I am another laggard who is still on 3.7.2 and anxious to move forward on my new iPhone 6. I have only a few passwords protected with the master password and am out of practice. I have made two failed attempts as I wanted to practice before I brought over the backup to my MacBook. First, can you tell me if the file is encrypted when it goes from phone to laptop via wireless network? Second, as I try to reconstruct my password, how many attempts do I get? Is it timed? Will a certain number erase all my data? If I simply run out of options, how would I use the 'manual copy' option mentioned above. Thanks.

Data is indeed encrypted as it travels over the wireless network, yes. It has been a long time (well, since 2012) since I used 1Password 3 for iOS and unfortunately we no longer have documentation for it, even internally. If I recall correctly though there is no limit on the number of times you can attempt your Master Password, and no I do not believe there is an automatic data wipe.
By "manually copy" I meant copy each record, by hand, from 1Password 3 to 1Password 6.
Sorry I don't have a more encouraging answer, but I hope you're able to remember your Master Password!

Thanks so much. I am thinking I will get in within 10-12 tries, but I hope less.
Another question - I am pretty sure I asked this one before too, but can't find a history of my previous questions. And maybe the reply was emailed to me.
I beleive I have licenses through AgileBits for at least some of the products - as in for my laptop . Not sure about a multi-device iOS license. Anyway, is there somewhere on your site where I should be able to look this up? If not, can you email me the info based on profile attached? And how up to date are the licenses? Even though I have been a slug and never installed I imagine I am many versions behind. So, is there a charge to upgrade and if so, is there a discount for previous purchasers?
