I was able to open the epub version by clicking on the link on the iPad and it offered to open the publication in iBooks.
Also, I have both the Mac and iOS version of the PDFs on my iPad, and they both work fine. But I had to sync them via iBooks on a Mac to get them imported into iBooks on the iPad.

Yes even the ePub or PDF were not opening correctly.... I will not be using a Mac only a PC, but for now I would like to read as much as I can as a PDF not the web version - but within Goodnotes/Goodreader .... If an attachment can be sent it would be appreciated.

I'm not sure why the ePub would not open correctly. Did you get the dialog asking where it should be opened?
The PDF will open natively in Safari (or your browser). Once open, you can click the document and an Open in "iBooks" button will appear on the top right of the document. This is on iOS 9, so I don't know what happens in other versions of iOS.

I'm sorry, it's only the WINDOWs version PDF/ePub that's not working

What I've read so far was WINDOWS 10 was not on the compatibility chart .... any further info about that?

Oh, its not that it isn't "working". It doesn't EXIST! Well, there's your problem. :-)
You can open the Web version in your browser. Then, at the bottom of the table of contents is a Download as PDF button. Click that, and follow the above instructions to open in iBooks.

Could be an iPhone thing. I was able to see it on my iPad.

I use 1Password 4 for Windows on Windows 10 without difficulty. If you have other Windows specific questions I'd recommend starting a thread over on our Windows forum so that they can get the attention they deserve. :)
