My wife cannot restore purchase of Pro Features on her 2nd iOS device.
I understand that when I buy 1password for Apple ecosystem, it provides "family sharing". And indeed, my wife was able to setup her environment OK (we share iMac, Mac BookPro and have iPad and iPhone each). She was able to restore my purchase of Pro Features (but strangely, she was asked for my Apple ID password, why?) on her iPhone 5S.
However, when she attempted to restore the purchase of Pro Features on her iPad 2, she was blocked. Why?
Is it something wrong we are doing?
Note: I decided not to use 1Password Families, but instead create separate accounts? Is it wrong approach?
My wife decided to pay additional $9.99 for the Pro Features to get it, but can you refund this?

Apple does not permit Family Sharing for in-app purchases, which includes the 1Password Pro features. Unfortunately, if your wife uses a different Apple ID, she will have to purchase the Pro features too. Once done, they will be active on all iOS devices that share the same Apple ID. This was not what AgileBits expected when they began using the "freeium" approach to licensing, but Apple sets the rules for their stores.
So, given the rules of the iTunes App Store, there will be no refund available. More generally, anytime a refund is wanted for a purchase from Apple, only Apple can issue it. AgileBits doesn't even get notice from Apple of who buys their products. And I don't believe Apple ever issues refunds for in-app purchases anyway.

Thanks for taking the time to write in! I'm sorry to hear about this bump in the road. Hawkmoth is spot on, and I hope his answers have helped. It may be possible to request a refund through Apple, however if granted that would also likely result in the removal of the purchase from the account (i.e. your wife would no longer have access to the Pro features). As Hawkmoth also mentioned it was our hope and understanding when Apple announced Family Sharing that a Pro features purchase would be able to be shared. Unfortunately this didn't end up being the case, and there is no workaround for it: each Apple ID much have its own Pro features purchase.
The one exception is subscribers to our 1Password for Families or 1Password for Teams services. Adding an account for either of these services to your 1Password installation will unlock all features of all of our compatible apps: no licenses or in-app purchases needed.
