If Touch ID is indeed enabled on your iOS device (Settings app > Touch ID & Passcode), all you need to do, is to unlock 1Password with your Master Password, then go to Settings > Security and make sure that Touch ID is enabled.
This may have been caused by a device restart, as 1Password asks for the Master Password after a device reboots, even if Touch ID was previously enabled.
