Can't add additional owners

I've removed the original owner of my 1Password for Teams instance, however I can now no longer assign additional people the owner role. This seems a bit weird as it was possible to add me to the owner group. Might there be some difference between original owners and newly added owners? Or is there some sort of timeout before I can add additional owners?
