Help - refund possible for app repurchased using new Apple ID? [handling through email]

I purchased 1 Password on the mac app store under the [removed by AgileBits] Apple ID account in 2015. I was locked out of that apple account last summer (2015) because of 2 factor authentication on my apple id due to me changing my phone number. I worked with apple for 3 weeks to get back into my old account without success. Therefore, I created a new apple account: [removed by AgileBits]. I reset my macbook air last night because of iCloud issues, and I lost my 1 Password. I have repurchase this app to get it again on my mac. Is there anyway you could refund me my recent purchase since I already purchased this app last year? Can you please help me out, and thank you for hearing me out.
