How can I attach to a mail message a PDF attached to an 1Password note?

I need to send via mail a copy of my drivers license, which is attached to my identity in 1Password as a scanned PDF
I cannot drag and drop into the mail message; the only, hopefully stupid, way I found was to double click the PDF, opens in PdfPenPro, save it on desktop, drag and drop, delete ... nonsense

    Thanks for your question!

    This looks to be a deficiency in how Mail.app is handling file attachments. Ultimately we have to use what is known as a "promised" file in order to be able to provide files to other applications due to the need to first decrypt the file before providing it to the other app. It looks like Mail doesn't support these kind drop operations.

    As workaround to saving it on the desktop, drag&drop, delete. Might I suggest: double click the pdf so that it opens in PDFPenPro, then click & drag the little picture of the document that's next to its name at the top of the window into the Mail message.
