Setup: prompt and choices mismatched

When opening 1P for the first time, the prompt asks whether I want to use an existing vault or create a new one, but the buttons are Sign into 1Password Account and Use Without an account. The prompt doesn't match the description, and I'm guessing this would be confusing to new users.
