Could iOS 1Password sync with WebDavs?

Unfortunately, webdav is not supported as a way of syncing, but you still have options! The three methods available for syncing are: Dropbox, iCloud and Wi-Fi. It sounds to me like Wi-Fi might be just what you're looking for. You can check how to do it here: https://support.1password.com/sync-options/
Now, if you want to go even further, you can try 1Password Families. Amongst other very nice perks, like sharing capabilities, with Families you'll never have to worry about syncing. The moment you sign in with your account in any device, all your data will be there. I was using Wi-Fi to sync now, it solved my problem. However, it is not the most convenient way for me.

I'm glad that helped! While Dropbox is certainly more convenient, it is decidedly less so if it's being blocked. :(
However, Wi-Fi Sync is good in cases where you need or want to limit the connection to your own local network. And 1Password Families is another great option if you'd like to avoid sync setup entirely and share information securely with your loved ones. Cheers! :)
