What do you mean by using his license?
If it's logging into you account he created for you, so he will not be able to view your items if you create them in the "Personnal" vault.If you create item in the "Shared" vault, so Yes as it's a shared vault ; all the family member will have access to it.

@herbert140707: If your brother invites you to his 1Password Family, you'll have access to the Shared vault along with everyone else, but you'll also have your own Personal vault, which only you can access. :)
