How can i change the Team ownership?

The problem is the following:
Our team account is frozen currently due to billing issues i guess.
I really would like to change that but i can't because im not the owner.

The owner is no longer working for the company but the account has been suspended and no one obviously got access to his account.
Any change to change the ownership of the team to another person?
Or alternatively what happens if we delete the owner users(currently suspended) will we be asked to promote someone to become owner?
