This is a great question. There are a couple of ways you could approach it. You could create a tag, and tag such items with it. Or, as I've done, you could create a separate vault and move those items into it.
In 1Password, choose 1Password > New Vault and follow the on-screen instructions.

If I create new vault, then can I transfer the item from Primary to Historical Vault?

Yes, you can. Select the item(s) you want to move then select Item > Share > Historical Vault > Move from the menubar (where Historical Vault is whatever name you give the vault).
