How do I make my Primary Vault my Personal Vault in my new account?

I am a long time user and recently signed up for an account. I did not use the same master password at first so that may be the issue. Now I have an account but my primary vault has all my info and my "personal vault" is empty. I want to migrate content from "primary" to "personal" to allow syncing.
