I need to delete 2nd user account without deleting the app. Have turned of sync.

I have spent four hours trying to solve this,
I have found that the second user is using an old version of our passwords.
I have turned off cloud syncing on both accounts, But I cannot delete the app on the second users account without the app also being deleted on my account.

    I see you have one active individual account. You had one a while back but deleted it. Your new account has items in it. Do you have two user accounts on your computer that have 1Password set up, or do you have another person using 1Password? I'd like to make sure I help out with the correct question.
