My 1password doesn't automatically sync on new ipad mini. Wants me to set up new account

I have a new ipad mini. When I try to access my 1 password account I get a blank 1 password account that is asking me to create one rather than to sync with my already existing account.

If you are syncing your data via Dropbox and not our 1Password.com subscription services you'll want to follow these instructions to get set up:

How to sync 1Password with Dropbox

Only our 1Password.com subscription services are referred to as "accounts." If you do not have an account there then you don't have what we would call an account.
