I'm sorry you're having some trouble syncing your 1Password data from your iPhone to your Windows PC! It looks like you included your 1Password for Windows license code in your post, as well as another key or code, so I removed them. These are public forums and searchable by Google, so it's not a good thing to post private information like that here.
The information included with your message says you're using iCloud to sync 1Password, which I'm assuming you set up in 1Password on your iPhone. Unfortunately that won't work because the Windows version of 1Password doesn't support syncing via iCloud. So you'll need to choose a different sync option.
The easiest way to sync 1Password is by signing up for a 1Password.com account. If you don't want to sign up for an account, you can use either Dropbox or the WLAN Server option to sync between Windows and iOS. We have information about each of the sync options here: Sync your 1Password data
