On iOS it is up to 3rd party app developers (such as Puffin in this case) to add support for extensions to their apps. We've made code available for developers to add support for 1Password, but it is up to them to do so. You can read more about this here:

Our developers are also happy to help 3rd party developers looking to add 1Password support to their apps.

On Android our keyboard should work just fine in Puffin:
