Cant restore icloud backup! help!

On my iphone 6, I can see the icloud backup under Settings<icloud<storage<manage settings.

however, when I attempt to restore it it says "cloudkit access was denied by user settings". Anyway to workaround or fix?

Yes this regards 1Password. Replaced iPhone 6s with an iphone6 and trying to get 1Password data onto the app. When I open the app to sign in, it asks if I have ever used 1Password. I click on the iCloud option and get the error message mentioned above.

CloudKit access was denied by user settings.

Using the path above in my phone >settings>iCloud>storage>manage settings

I can see a 1Password icon that iCloud says is 1Password data.

It may also be possible to wipe my phone and do a complete iCloud restore from about 3 weeks ago but I'd like to avoid that. It appears to have a 73mb 1Password backup in my iCloud

That menu is not how you get data into 1Password from iCloud. Please see the guide I linked above for those instructions. You'll want to select iCloud from the 1Password Welcome screen. Nothing is done in the Settings app. :)
