WLAN sync not working MAS version 6.7 --> iOS version 6.5.4

Rundown of versions:
Mac App Store 1Password version 6.7 (670008)
iPhone & iPad App version 6.5.4
iPhone is running iOS 10.3.1
iMac is running Yosemite 10.10.5

I’m attempting to setup syncing for a relative, I’ve put in an email with tech support along with a 1PasswordTroubleshooting.app generated diagnostics report. They’re apparently busy, I need to leave soon and I need this setup in a functioning state. Any community help would be appreciated.

first attempt at WLAN Server sync, iPhone gets message:
“Please disable and enable WLAN server on your computer and then try again”

I uncheck, and recheck “Run a WLAN server from this Mac…” and hit Next on the phone to try again and receive the message:
“The operation couldn’t be completed. Connection refused.”

The firewall is on, but stealth mode is disabled, disabling firewall does not change behavior.

Intro Netbarrier suite was previously installed, but has been removed with their installer/uninstaller app.

Both devices are connected to the same wireless network through a Apple TimeCapsule.
I can ping the phone from the mac.

Both devices have been rebooted.

Apps have been removed/reinstalled from both devices.

Let me know if any other info would be useful.
