I tried saving a Login item and then filling a freshly loaded page. Everything worked for me without issue so I think we need a few more details.
Firstly can you try saving a new Login item using the URL https://malwaretips.com/login and the steps outlined on our page How to save a Login manually in your browser. This Login item should not only fill but also allow open and fill to work as their homepage only has a small popup form you have to click to make visible.
If that doesn't work any better can you tell us a bit about where you're using 1Password please, what operating system and what version of 1Password as well as your preferred browser in case it's some weird browser specific thing.

That's odd. I only suggested https://malwaretips.com/login because it had the advantage where it would also work for open and fill but I found filling worked on the home page as long as I made the login form visible. You may already know this but I do know it isn't always clear either. The way that 1Password works means in 99% of the cases the login form probably needs to be visible before filling occurs. 1Password will only attempt to fill fields and can't interact with the page in a way to automate the popup appearing. So the dedicated URL I found works for open and fill because it guarantees the fields are visible when the browser tells the extension that the page has finished loading.
