I assume that by "mounty" you meant "monthly".

You may have got caught by the difference between the old stand-alone licence and the newer subscription model.
If you on the subscription model, and have not paid, your account will be frozen. You can then still access your passwords but cannot add or change passwords.
If you have a licence, you should never get that message.
But it is unfortunately all to easy to buy a stand-alone licence and then set up 1PW in the subscription format.
Give us more information (what version of 1PW, what platform, when and where did you buy) and AgileBits staff will help.
