Thanks for taking the time to write in.
Do you have access to all of your 1Password data on your Windows computer? If so you can simply install 1Password on the new phone and sync it with the computer. :)
As far as getting 1Password off the old device before selling it... I’d recommend restoring the device to factory before sending it off anywhere. There are a number of guides online on this subject.

@JKonrad: If you're using iOS or higher, setting a passcode on the device enables device encryption. In addition to that, 1Password encrypts all of its own data. So if you're only concerned about your 1Password data, deleting that is sufficient. And the extra layer of encryption on the entire device ensures that your other data is secure too — just use strong passcode. You can also set "erase data" and intentionally trigger a wipe by entering an incorrect passcode 10 times. ;)
