It saying that it can find the file. I see it when I open Dropbox.

Are you trying to setup 1Password for iOS from an existing agilekleychain/opvault or are you trying to restore a backup .zip?

If you're working with a backup zip file, you can only restore that using iTunes file sharing using the instructions on https://support.1password.com/backups/#ios-restore-a-backup
