Trouble adding account to local version of app. No response code from server.
OK. I have 1password locally on ipad mini. Version shows as 6.4.5. iOS 10.2 No option to update via app store. I have signed up for a membership, and I simply want to add the account on the mini app, upload my primary vault, so that I can then access my passwords on any device. Should not be so hard. I am thwarted by the No response code from server after scanning the QR code in the emergency kit. I have opened / closed apps, restarted mini, refreshed wifi, all to no avail. I suspect an issue with outdated version of 1password, but cannot figure out way to update!
Is there a separate way to import my vault to my membership account??

It does indeed seem you have an outdated version. Membership requires v6.5.3:
System requirements for 1Password
The App Store may not be able to offer you a newer version if you’re running an outdated version of iOS, which also seems to be the case here. Have you tried updating iOS?

So am I good to update to iOS 11? Currently running 10.2, which does not seem that outdated....
