@Robert Oakley - I'm not quite sure what you purchased, but if you have a 1password.com account that you set up by signing up at the main 1Password.com sign-up page, you don't need to "restart" anything: just sign into your 1password.com account on your laptop, and your data will appear instantly.
If you do not have a 1password.com account but instead have been using 1Password in standalone mode with local data, then you will have a license file which you'll need to add into 1Password on your laptop. Can you clarify for us which of these ways you've been using 1Password?
