Regression Bug: Cannot open 1Password Mini if browser extension is not active/installed

I use profiles and incognito mode often in Chrome. I don't have the 1Password browser extension installed or active in all of these modes. In these cases it is impossible to open 1Password Mini if Chrome is the frontmost window. I've tried both using the keyboard shortcut and clicking the 1Password menu bar item.

Since I can bring up 1Password Mini just fine when any other application is in front, I assume the problem is that you're treating browsers differently. If a browser extension is not installed, 1Password Mini should simply open "disconnected" from the browser just like it does for other applications. It used to work like that.
