Hi @Gilles9, good question!
We generally recommend that people do not touch any folders that relate to 1Password application data--especially those deep within the system library. That is why we discourage the use of app cleaners when installing new versions of 1Password.
There are actually some very good reasons why we don't automatically get rid of them. 1Password is used to securely store lots of private/personal information, and we never assume that you want that data to be automatically deleted. Also, the old data folders don't cause any harm, but it might cause some problems if we automatically delete them. For example, since 1Password 7 was a paid upgrade from 1Password 6, we needed to make sure it was easy for customers to go back to version 6 if they tried 7 but decided that they didn't want to pay the upgrade fee. By leaving the data folder for 1Password 6 alone (the '1Password 4' folder in ~/Library/Application Support/ is the data/backup directory used by versions 4, 5, and 6 of the AgileBits Store version of 1Password), customers could easily go back to that version if they wanted to. If the newer version deleted data files from the old version, customers wouldn't be able to do that.

Thank you for the clarification

@Giles9 There seems to be contradictory advice being handed out by different AgileBits team members. See this conversation from the 1st day of 1PW release regarding deleting old 1PW folders.

Please remember each post by the staff is geared towards the individuals question being answered.
Some may seem the same, on the surface initially. But in the other topic, the user is asking how to delete an old vault (one that hasn't been used since 2014) thats showing up in the app. They may have a specific reason to get rid of those files. It appears the other user had previously at some point migrated to a 1Password.com membership. All data would be backed up by the 1Password.com servers. So removal of the files would have a minimal impact.
As a general rule the staff always recommend not to use app cleaners, nor deleting files. Its been that way for many years. Well I have been here for over 10 now, so its at least 10 years.

Indeed, as Jad mentioned,
We generally recommend that people do not touch any folders that relate to 1Password application data
Emphasis mine. But certainly in individual cases when people want to delete their data, well...what must be done. In other cases, better safe than sorry. :)
