why does iCloud not automatically back all my logins and passwords?

Just starting using 1 PW 7 for Mac. iCloud only backups abt ½ of my PW logins and PW's. Checked several times during day. Please confirm if this they way it should be or if there is a problem. Thx

Extension Version: Not Provided
OS Version: MacOS 10.12.6
Sync Type: iCloud
