iCloud fails to backup my logins and passwords correctly. Need help!

I have 87 passwords and logins in my 1Password Personal folder on by iMac. iCloud backs-up only 65 of these to what is called a Primary folder. Does "primary" mean that iCloud picks and chooses what it considers to be my "primary" logins and passwords? I am a new 1PW account member. What do I not understand here?? Most importantly, If I had to restore my 1Passwords passwords and logins using iCloud, would all my data be there or would there only be the items that iCloud chose to backup? My research on this topic has been futile. Help! 😣
