Your Master Password is required in order to unlock your 1Password vault. Touch ID is provided as a convenience option since typing a long, complicated Master Password with a mobile keyboard is a bit of a pain. But that's all it is, a convenience feature. Your Master Password is still what is encrypting your data. Similarly to how you sometimes have to input your phone's PIN in order to re-enable Touch ID for unlocking your phone, so do you have to enter your Master Password periodically to re-enable Touch ID for unlocking 1Password.
If you have forgotten your Master Password there is, unfortunately, not a whole lot we can do to help as you are the only one who knows it. We are unable to reset or retrieve your Master Password in any way. We have a set of suggestions that may help you regain access to your data which can be found at https://support.1password.com/forgot-master-password. Give those a try and see if any of them help you out.
