On the desktop version (I use the standalone, so don't know if the subscription model is different), click on the plus sign at the top of the items list in the main window. You can then create a new password.
If you mean for 1P itself, go into Preferences under the '1Password 7' dropdown at the top left of the screen when the main window is open, and select Security - Change Master Password.
If you want to create one for a login you already have, click edit for the login and then click the cog wheel to the right of the password field.
In a browser, click the 1P icon, or icon in the toolbar at the top of the screen, the Password Generator is on the left. If you can't see it, check if at the top left it says 'Back'. If so, click back and the password generator will show in the left column.
If using the browser icon, you can edit any login there and the cogwheel will show to the right of the password field.
If on a new site where you want to register, put the cursor in the password field and do one of the above.
