Visual Glitch in Preferences > Browsers

Steps:
1. Launch 1P 7.2, open Preferences, and switch to any tab except the Browsers tab.
2. Switch to the Browser tab.

The background of the "(except on the following domains)" box is shifted up.

If you close & reopen the Preferences window while it's on the Browsers tab, the background moves to the right place.

I use Mojave's Dark appearance, but it also happens with Light appearance.

OS Version: macOS 10.14
