1P Mini in menu bar open both Mini+Main window [known issue]

Hi,

I could be wrong but if I remember correctly you could launch the 1P mini window in the menu bar and the Main window would still be hidden.
But lately I've noticed that opening the 1P Mini window also opens up the Main window behind it.

However, this only happens if you hide the Main windows (⌘+H) and then open Mini window from anywhere.
But if you minimize Main window (⌘+M) and then open Mini, only Mini window pops up.

Is this by design or a bug?
