I wish I had better news to share but 1Password for iOS requires iOS 12. Unless you had previously downloaded an earlier version of 1Password the App Store will not allow you to download an earlier version. If you have downloaded it previously you can follow these instructions from Apple to re-download it:
Redownload apps, music, movies, TV shows, and books from the App Store, iTunes Store, and Apple Books - Apple Support
We don’t have the ability to distribute 1Password for iOS outside of the App Store.

Hi Ben, I have not download the app before today! There is not any solutions ? I must use (I'm not happy) Dashlane if is not possible to download your app for ios 11.3.1. Thank you

@ak47_: The App Store doesn't allow you to "purchase" any app if your device doesn't support it. So you'd need to purchase it on a device running iOS 12 or in iTunes on a computer in order to get it in your Apple ID's purchase history. At that point you'll be able to install it from there. You'll get a warning at first that the current version is incompatible with your device, but then it will offer you the most recent compatible version instead.
