How to install the 1Password CLI on Ubuntu 16.04?

I have downloaded and extracted the 1Password CLI onto an ubuntu server but following the "getting started" instructions I run

markhorrocks@myserver:~/1password-cli$ gpg --receive-keys 3FEF9748469ADBE15DA7CA80AC2D62742012EA22
gpg: Invalid option "--receive-keys"

Can sombody give me soem instructions on how to get this done please?
