TouchID stopped working after I created new keychain

Using 1Password 1Password 7, Version 7.2.4 (70204000). I have been using it for a long time, and it worked fine on my BMP 2017 with TouchID. Unfortunately, I had to recreate my keychain after the HDD encryption failed. All is working fine now, but the TouchID is never used for 1Password though it is used to unlock my mac.

Yep. That will do it. You now have a mismatch between the Keychain and the Secure Enclave, which 1Password also uses for Touch ID security. You'll need to remove the Keychain and restart to let macOS regenerate it. Whatever you're doing manually will not work, since you can't create the Secure Enclave data yourself and have it match.

When you say "remove the Keychain", which one exactly should I remove?
