I need to delete and start over. The instructions say use the 'help' menu but it does not exist.
I forgot my master password. It looks like my only option is to start over. This is fine but the instructions to do this send me to the following: Choose Help > Troubleshooting > Reset All 1Password Data and follow the onscreen instructions. - I can't find a 'help' menu.

@seracfilms: It sounds like you're viewing the instructions on a Mac, so it's showing you instructions for 1Password for Mac, not 1Password for iOS. If you select the "iOS" tab at the top, it will show you instructions for that version:
